They said they would tarnish my reputation… My loved ones are not aware of these events. I have been traumatised for the past several months… seek justice against those named in my letter,” reads the note.An officer with the Baramati Police Station said, “The girl apparently never confided in her parents about these events for fear of causing distress to them. They became friendly over the next two years, discussing sports, health tips and Constand’s career. Cosby, according to his deposition in her lawsuit, once invited her to a dinner with local college presidents and also took her to Foxwoods Resort Casino in Connecticut to talk career options with an executive. Bill Cosby – Andrea Constand. Image: AP – Associated Press Andrea Constand will be the star witness when the comedian dubbed America’s Dad goes on trial Monday in suburban Philadelphia on charges he drugged and sexually assaulted her. Cosby, 79, could get 10 years in prison if convicted. On the night in question, in early 2004, Cosby summoned her to his gated estate near Philadelphia to discuss her job search. In his deposition, he said he gave her three unidentified pills to ease her stress. She said she thought it was an herbal remedy. Cosby, 36 years her senior, then put his hand down her pants, according to his deposition. Facebook Advertisement NORRISTOWN, Pa. — When Andrea Constand takes the stand in the coming days to break her decade-long silence about Bill Cosby, jurors will hear from a free spirit who devotes her life to family, her French poodle, and her work treating cancer patients and others as a massage therapist. “She’s the only one who found the fortitude to press charges against him within the statute of limitations. I think that’s not a coincidence. She’s so strong and courageous,” said Lili Bernard, who said Cosby sexually assaulted her before giving her a one-time role on “The Cosby Show” in 1992, the eighth and final season of the top-ranked sitcom. Constand, an athletic six-footer with colourful arm tattoos and a wild mane of brown curly hair, is the only Cosby accuser whose complaint has led to criminal charges. About 60 women have accused him of similar conduct, most of them coming forward in Constand’s wake. The trial is expected to last about two weeks. Constand has visited Motsinger during trips to the Southwest, an area she loves from her college days in Arizona. They hike, talk about their spiritual journeys and share the occasional margarita. One thing they don’t talk about is Cosby, the older woman said. Constand also visited Bernard in Los Angeles last year, where they happened upon his star on the Hollywood Walk of Fame while taking in the sights. They kept walking, Bernard said.Cosby, Temple’s most famous booster and trustee, first spied Constand from across the school gym in 2002. He had a friend introduce them. When she mentioned having back pain, he led her into the locker room to engage in a back-to-back, two-person stretch. Login/Register With: Advertisement Constand’s lawyer, Dolores Troiani, considers that ludicrous, since the 30-year-old Constand was dating a woman at the time. She later told police she was drifting in and out of consciousness, unable to fend him off. When they last met, in 2004, Constand was wrapping up a life in basketball that had taken her from the Toronto suburbs to a national title with the University of Arizona to a pro league in Europe and finally a job on the coaching staff at Temple University in Philadelphia, Cosby’s alma mater. Twitter “Andrea was a basketball player. She would prepare for a championship game like no other,” Motsinger said. “That’s what she’s done here.”By: Maryclaire Dale – The Associated Press “Andrea is not focused on the outcome. She is not emotional. She’s the opposite. She is so centred and focused. She does yoga, she meditates,” said Donna Motsinger, 75, a fellow Cosby accuser who has become close to Constand since the Canadian woman reached out to her two years ago. “She lives a beautiful life.” Constand then filed the first sexual battery lawsuit against the Hollywood star, a case he settled for an undisclosed sum after giving four days of lurid testimony about his sexual conduct with Constand and other young women. He acknowledged giving some of them pills and alcohol and at least one woman quaaludes. After that testimony became public in 2015, more women came forward and a new set of prosecutors took another look at the case and arrested Cosby. Constand left Temple when the basketball season ended, returning home to become a massage therapist like her father. During her training, she learned about the professional boundaries involving touch and started having nightmares, according to court documents. She told her mother in 2005 that something had happened. They went to the police. Advertisement LEAVE A REPLY Cancel replyLog in to leave a comment Constand, now 44, has never spoken publicly about the TV star under the terms of a confidential settlement they negotiated in 2006. And her deposition from that lawsuit remains sealed. Yet friends say she is ready to face Cosby and the crush of media in the courtroom. Prosecutors in Pennsylvania at the time deemed the case too weak to prosecute. The Associated Press does not usually identify people who say they are the victims of sexual assault, but Constand’s lawyer has said her name can be used. Cosby called some of their time together “romantic,” describing a few occasions when he said he made advances toward her or lay next to her on his bed during the 2003 casino trip. He insists the encounter at the heart of the criminal case was consensual.
VANCOUVER (NEWS 1130) – Provincial and territorial ministers of justice and public safety are urging the federal government to hurry up on solving court delays and slow down on legalizing pot.BC’s Public Safety Minister Mike Farnworth said today after the two-day political meeting that all provinces are concerned about the Canadian government’s refusal to reconsider its deadline of legalizing marijuana by July 1st, 2018. “I would like us to have more time,” he said. “But in the case of British Columbia, our job is to make sure that we can put in place that framework, and we’re working to that July date.”Quebec Justice Minister Stephanie Vallee said the rush to meet next summer’s deadline is interfering with the province’s own legislative plans for the fall session. “It’s asking for us to do a lot within a very short period of time,” Vallee said. “We also had a legislative agenda that’s been pushed because of this. We had no choice. I think it’s the same for all provinces,” she added.Canada’s public safety minister, Ralph Goodale, insisted at the conclusion of the two-day gathering that the July timeline still “appears to be a reasonable one,” despite a crescendo of misgivings from other governments, public health experts and police forces.“We are going to continue to work diligently with all of our partners to make sure that this is done in a thorough, competent, professional fashion,” Goodale said. “Public health and safety will always be paramount.”Quebec’s public consultations wrapped up two days ago and Vallee said she expects her government to unveil its regulatory framework for marijuana in the coming months.Alberta is partway through its own public consultation process and Justice Minister Kathleen Ganley said she expects to use the results of a recent outreach initiative to release a draft in the coming weeks.“That framework will go back out to the Alberta public for further validation,” she said. “We’re essentially going back and asking, ‘Was this the view you took?’”Besides pot laws, the ministers discussed strategies to address the so-called Jordan decision from the Supreme Court of Canada which imposes strict time limits on criminal prosecutions and has resulted in numerous serious cases being tossed over court delays.Federal Justice Minister Jody Wilson-Raybould said the areas being considered for reform in an effort to accelerate the trial process include mandatory minimum penalties, the bail system, preliminary inquiries, the reclassification of some criminal offences and judicial case management. She did not elaborate when asked about specific details or a timeline for those reforms.“We had very detailed conversations about potential options,” Wilson-Raybould said. “We are going to proceed as quickly as we can,” she added, describing court delays as a priority. “I’m hopeful that we can have a package in the near future.”Quebec has borne much of the fallout from the so-called Jordan decision, with more than a thousand applications working their way through the province’s court system, including cases of alleged murder and sexual assault, Vallee said. “We need to do more than just cosmetic changes,” she said, emphasizing the need for changes to the criminal code and preliminary inquiries.Quebec has invested $135 million for more judges, prosecutors and court staff to deal with the backlog, she added.
The utilities commission released a schedule and description of the so-called oral workshops, along with questions that will be asked, over the next two days. But it said it’s committed to staying on schedule and Parkland said Friday it would still participate.Other companies said they were reassured by the new confidentiality terms, including a spokesman for Husky, but didn’t commit to release the data.“The advance ruling on confidentiality does go a long way to satisfy Husky’s concerns,” Mel Duvall said in an email Thursday.“That said, we are still considering whether there are other measures that can be implemented by the BCUC that would provide further protection for the interveners.”Shell said it would provide the data ordered but requested the inquiry use the same confidentiality process that the National Energy Board used in proceedings dealing with pipeline access, including storing confidential material in a red folder.Suncor said it was preparing to submit the figures by Monday, while Imperial Oil said it still wasn’t comfortable doing so. Costco submitted two copies of a questionnaire Friday, one for the public and one with three additional answers it deemed confidential.Questions shared in advance by the utilities commission reveal some of the information the public may learn. They cover capacity and costs of using the Trans Mountain pipeline, whether refineries co-ordinate with one another to plan for maintenance repairs and shutdowns, and whether companies divert refined product from B.C. when gas prices are low.“We’ll be making findings on what we’ve found, whether it’s competitive or not, how the prices are set, why the prices are different here and why they fluctuate more than they do in other parts of Canada,” Morton said. The province has also asked the utilities commission to explore mechanisms the province could use to moderate price fluctuations and increases.Recommendations on the Trans Mountain pipeline are unlikely, Morton said, adding that he didn’t want to preclude anything prematurely.Ervin said there are a few options facing the province:— It can create a watchdog agency to monitor the elements going into the pump price and where they seem to change, in order to better understand and explain to the public what happens and why.— It can reduce taxes, which are among the highest in Canada, especially in the Metro Vancouver area where the carbon tax represents 9 cents per litre and the transit authority adds another 18.5 cents per litre.— Or it could pursue regulation of crude going into refineries, wholesale gasoline prices, or prices at the pump. Each of those regulations is “problematic,” he said.Crude and wholesale gasoline are globally traded commodities, he said. That means for example, that if wholesale gasoline prices are capped low, American wholesale buyers may buy them up leaving B.C. dry, he said. The Atlantic provinces regulate prices at the pump but that may have a counterproductive effect in B.C. Retail margins aren’t large and have actually declined over the last 20 to 30 years when inflation is taken into account, Ervin said.“It would most certainly have the consequence of putting gas stations out of business,” he said.Amy Smart, The Canadian Press VANCOUVER — An industry expert says a public inquiry into British Columbia’s record-breaking gasoline prices may increase the public’s understanding of a murky market but the provincial government’s options for response are limited.Michael Ervin, senior vice-president with consulting firm Kent Group that specializes in the downstream petroleum industry, said he also doesn’t expect the inquiry to uncover any bombshell revelations. The reason prices at the pump are so much higher in Vancouver and other B.C. cities than comparable jurisdictions all funnels down to supply and demand, he said. “We felt that under the circumstances it would not be unreasonable to provide them with that assurance,” Morton said in an interview.Calgary-based Parkland Fuel, which had raised concerns about confidentiality, also complained of tight deadlines in a letter from its lawyers to the commission on Tuesday.“The inquiry has the potential to profoundly impact Parkland’s business,” it said, adding that it is a voluntary participant and short notice on what the hearings would look like impedes their “full and fair participation.”“The only way to mitigate that harm is to delay the workshop.” “It really comes down to very tight supply relative to pretty strong demand in the Lower Mainland and B.C. in general,” Ervin said in a phone interview.Premier John Horgan ordered the inquiry in May when prices at the pump reached $1.70 a litre, saying gas and diesel price increases were “alarming, increasingly out of line with the rest of Canada, and people in B.C. deserve answers.”He tasked the British Columbia Utilities Commission with overseeing the inquiry. A three-member panel chaired by CEO David Morton is set to begin its oral proceedings on Wednesday in Vancouver. But the inquiry has already encountered some hurdles. The utilities commission beefed up its confidentiality terms last week after six of seven fuel companies refused to share their retail margins, saying it would compromise their positions in a competitive market. The new terms grant advanced approval of confidential status to those who submit information that they identify as commercially or competitively sensitive under the new terms, rather than granting the status after the content is reviewed and deemed eligible.

Gurugram: A large number of private hospitals have not registered themselves under the clinical establishment act. Even as there was a deadline to include all the hospitals in February, the district authorities have not been able to meet the target of including all the hospitals under this act.Despite the move garnering a lot of resentment by a large number of protests by the medical experts, the Haryana government is all sett bring in the clinical establishment act of 2010. The act tries to bring in more transparency in the hospitals of Gurugram. According to senior government officials the act once implemented will make the doctors more accountable to patients. Even as the ethical practices of the private hospital in the city come under question over recent months, poor public healthcare has only resulted in an increase in the population of patients in private hospitals. All the hospital that have the capacity of more than 100 beds are required to register themselves under this act. Most of the hospital protested the move citing that it will provide more powers to the public officer to unnecessarily harass the doctors. This act is bound to bring in more transparency. As of now six hospitals that includes four large private hospitals have registered themselves in the act,” said Dr BK Rajoura, Chief Medical Officer Gurugram health department. The Chicago Blackhawks will take the ice tonight for the chance to win their third Stanley Cup in six seasons. For NHL fans whose memories stretch back to the 1970s and 1980s, such a feat might not seem all that impressive. The NHL was once extremely friendly to dynasties: The Montreal Canadiens won four consecutive Stanley Cups from 1976 to 1979, the New York Islanders did so from 1980 to 1983 and then the Edmonton Oilers won five Stanley Cups in seven seasons from 1984 through 1990.But this isn’t the same league: No team has won back-to-back Stanley Cups since the Detroit Red Wings in 1997 and 1998. And cases like the Blackhawks’ — where teams win championships separated by a couple of seasons, as they did in 2010 and 2013, or as the Los Angeles Kings did in 2012 and 2014 — are fairly rare, too.In the series of charts below, I’ve tracked the share of NHL, NBA, NFL and MLB champions who were repeat winners, along with the share who had won at least one title in any of the three previous seasons.1For instance, the 2014 champion would qualify by having won the championship in 2011, 2012 or 2013. These trends can also ebb and flow over time. After the Boston Celtics won 11 championships in 13 seasons from 1957 through 1969, the NBA then went 19 seasons without a repeat champion until the Los Angeles Lakers did it in 1987 and 1988. Since this data can be a bit noisy, I’ve stretched it over a fairly long time frame, showing trailing 20-year windows for each sport.Over its past 20 seasons, the NHL has the lowest share of repeat winners among the major sports leagues — the Red Wings in 1997 and 1998 were the only one — along with the lowest share of teams to repeat within a three-season window (four out of the past 20 Stanley Cup champions did so). By contrast, before about 1990, it was probably the easiest sport for repeat winners. From 1971 to 1990, for instance, 45 percent of Stanley Cup winners had also won the championship in the previous season, and 75 percent had won a Stanley Cup within the previous three years. The reasons for this are obvious enough: The NHL has expanded rapidly, from six teams in 1966-67 to 30 teams today. It implemented a hard and unforgiving salary cap in 2004-05. And it’s a fairly random sport: Compared with something like basketball, the best team won’t necessarily prevail, even over a seven-game series.Still, the differences are striking. Given the difficulties of keeping a team together in the modern NHL, winning three championships within six years, as the Blackhawks will do if they can finish off Tampa Bay, would perhaps be no less impressive a feat than what the Islanders did by winning four in a row, for example. And they’ll have done it with largely the same group of talent. Nine of the Blackhawks’ top 10 players by point shares this season, including Duncan Keith, Patrick Kane and Jonathan Toews, were also members of the franchise in 20102Although goalie Corey Crawford spent most of the 2009-10 season in the minor leagues and played just one regular-season game for the Blackhawks; the only exception is left wing Brandon Saad, who had not yet been drafted. UPDATE (June 16, 11:13 a.m.): The Blackhawks won the Stanley Cup on Monday night, confirming their status as a modern dynasty.
The loss suffered by the Ohio State women’s basketball team in the Sweet 16 represented more than the end of the season — it represented the last time Jantel Lavender would don scarlet and gray. The vacancy left by the four-time Big Ten Player of the Year will be coach Jim Foster’s toughest obstacle, as he will look toward Ashley Adams to improve on her solid freshman season and develop into the type of low-post threat Lavender posed. “We have to find someone else,” Foster said. “Sammy (Prahalis is) back — another opportunity for her to lead and help some of our younger players grow over the summer.” Samantha Prahalis will be a senior next season under the expectation that the team will be hers to lead. Her 14.5 points per game were second, behind only Lavender. She finished Big Ten play as the conference leader in assists, with 6.9 per game, ranking third in the country. It’s likely that the majority of her assists next season will be from baskets made by Adams, who shot 61 percent from the field this year. After averaging less than six minutes of playing time over her first nine games, Adams moved into the starting lineup and contributed heavy minutes after senior Sarah Schulze suffered a serious knee injury Jan. 16. From then on, Adams averaged more than 27 minutes per game and started 16 of the team’s last 17 games. At 6-foot-4, Adams presented opposing teams with the challenge of facing two sizeable players in the post when paired with Lavender. After Schulze went down, Adams averaged 8.2 points per game. Before she moved into the starting lineup, she averaged fewer than two points a contest. Guard Brittany Johnson is the other senior starter leaving. Johnson was the team’s most potent threat from beyond the 3-point line, making 42.7 percent of her attempts. Johnson was the 29th player in program history to record 1,000 points, and was second in the Big Ten, averaging 2.9 threes per game. It will be up to guards Tayler Hill and Amber Stokes to fill the void Johnson leaves next year. Hill, entering her junior campaign, earned Big Ten All-Defensive team honors this season, and was voted honorable mention for the conference. She was third on the team in scoring, with 12.8 points per game, and handled the ball when teams looked to shut down Prahalis. Stokes became known as the team’s spark plug off the bench, often providing the Buckeyes with intangibles. Others who will likely see increased roles next season are centers Aleksandra Dobranic and Darryce Moore, forwards Martina Ellerbe, Brianna Sanders and Emilee Harmon, and guard Amy Scullion. Foster has four incoming freshmen signed for next season, including guards Raven Ferguson and Kalpana Beach. Ferguson is rated as the No. 35 overall prospect and sixth among point guards by ESPN. Beach is ranked as the No. 26 incoming freshman guard. “You just sort of reload and get ready,” Foster said after the Sweet 16 loss. “You can’t dwell.”

Imran KhanPakistan prime minister Imran Khan asked Sunday if the international community would just stand by as Indian Hindu nationalism spread into Muslim-majority Kashmir, saying it was the same as appeasing Hitler. His outrage on Twitter came as tensions simmered between the two countries over the divided Himalayan region after New Delhi last week rescinded years of autonomy enjoyed by the Indian-ruled part of Kashmir and gave full control to the central government.Kashmir has been under virtual lockdown since shortly before the move, with a curfew across the region, and phone and internet lines cut — ostensibly to prevent unrest.Huge numbers of troops are patrolling the streets of major centres, and security forces used tear gas Friday to break up a demonstration by about 8,000 people against the government’s move.Tensions also remain fraught in the mountainous Ladakh region.A local activist told AFP dozens of protesters took part in rallies on Thursday, Friday and Saturday, with at least 10 injured as security forces used tear gas and sticks on demonstrators.State police chief Dilbagh Singh said late Saturday that “not a single incident of violence was reported from anywhere” in Kashmir, although this conflicted with independent sources.Kashmir has been split between India and Pakistan since their independence in 1947.They have fought two wars over the former kingdom, while an insurgency against New Delhi’s rule in Indian-administered Kashmir has claimed tens of thousands of lives in the past three decades.Khan tweeted Sunday that the “ideology of Hindu Supremacy, like the Nazi Aryan Supremacy, will not stop” in Kashmir.Describing the move as “the Hindu Supremacists version of Hitler’s Lebensraum”, he said it would lead to “the suppression of Muslims in India & eventually lead to targeting of Pakistan”.”Attempt is to change demography of Kashmir through ethnic cleansing,” he tweeted. “Question is: Will the world watch & appease as they did Hitler at Munich?”‘Clampdown affects Eid’He referred specifically to the Rashtriya Swayamsevak Sangh (RSS), the ultra Hindu nationalist volunteer movement considered the parent of the ruling Bharatiya Janata Party (BJP) of Indian prime minister Narendra Modi.Khan’s social media outburst came as the residents in Kashmir valley said they were struggling to celebrate the major Muslim festival of Eid al-Adha because of the security crackdown.A mother who gave her named as Razia said she tried to explain to her daughter that she would not be able to buy her clothes to mark the occasion, as her husband fretted about feeding the family.”What sort of Eid is this?” asked the 45-year-old in Srinagar.”We are not even allowed to move outside. My husband is a daily wage labourer but hasn’t made any money for the last eight days.”A sheep trader at a Srinagar market, who gave his name as Maqbool, said the number of people buying sacrifical animals for the holiday was sharply lower and he had gone from “huge profits” to a “big loss” this year.Modi insisted last week the decision to strip Kashmir of its autonomy was necessary for its economic development and also to stop “terrorism”.He said with Kashmir now fully part of the Indian union, the region would enjoy more jobs and less corruption and red-tape, adding that key infrastructure projects would be expedited.Previously, under its constitutional autonomy, Kashmiris enjoyed special privileges such as the sole right to own land and take government jobs or university scholarships.Islamabad has been infuriated by New Delhi’s moves and has expelled the Indian ambassador, halted what little bilateral trade exists and suspended cross-border transport services.
(Phys.org)—At a cryptography gathering in Leuven, Belgium, on Tuesday, Cambridge University researchers made it known that they do not like what they see in chip and pin systems. Banks rely on customer confidence in their word that chip and pin systems are safe, but the researchers tell quite a different story. Part of the problem has to do with the number generators, which the researchers give a failing grade. Each time a customer is involved in a chip and pin transaction, withdrawing cash or buying goods, a unique unpredictable number is created to authenticate the transaction. The unpredictable number, generated by software, is supposed to be chosen at random. But researchers say the number is highly predictable, because dates or timestamps had been used. www.lightbluetouchpaper.org/20 … the-pre-play-attack/www.cl.cam.ac.uk/~rja14/Papers/unattack.pdf Explore further © 2012 Phys.org More information: Their paper, “Chip and Skim: Cloning EMV Cards with the Pre-play Attack” presents the troubling details of weaknesses in protocol and random number generation which leave customers in the cold as fraud victims. “EMV” is the name given to the system from its original developers Europay, MasterCard and Visa. The system is also known as chip and pin, and is the leading system for card payments, in Europe, much of Asia, and starting to be used in North America. Payment cards contain a chip so they can execute an authentication protocol. POS terminals or ATMs generate the unpredictable number, for each transaction to ensure it is fresh. Some EMV implementers have merely used counters, timestamps or home-grown algorithms to supply this number. This exposes them to a pre-play attack, say the Cambridge team. The researchers find it shocking that many ATMs and point-of-sale terminals have “seriously defective” random number generators, often “just counters.”The study authors also point to a key shortcoming at the protocol level where “the party depending upon freshness in the protocol is not the party responsible for generating it.” Although the issuing bank is depending on the merchant for transaction freshness, they said, the merchant “may not be incentivised to provide it, may not be able to deliver it correctly due to lack of end-to-end authentication with the issuer, and might even be collusive (directly or indirectly).”The study team’s harshest words are for those banks that “suppress information about known vulnerabilities, with the result that fraud victims continue to be denied refunds.” The researchers argue the lack of fairness when any customer who complains of fraud may be told by the bank that since EMVs are secure, the victim is mistaken “or lying when they dispute card transactions.” And yet, said the study, “again and again, the banks have turned out to be wrong.” One vulnerability after another has been discovered and exploited by criminals. They said it has mostly been left to independent security researchers to identify what is happening and to spread the word. The researchers said that, in looking for solutions, it would not be practical to turn to what is a slow and complex negotiation process between merchants, banks and vendors. “It is time for bank regulators to take an interest,” they said. “It’s welcome that the US Federal Reserve is now paying attention, and time for European regulators to follow suit.” This document is subject to copyright.
